I've been doing some of my own testing. Every single Twi'lek I've buffed got a duration exactly 10% longer.
2 Hour 25 Minute on a Twi'lek lasts for 2 Hours 40 Minutes (15 minute increase)
3 Hour 30 Minute on a Twi'lek lasts for 3 Hours 50 Minutes (20 minute increase).
3 Hour 30 Minute on a Twi'lek lasts for 3 Hours 50 Minutes (20 minute increase).
Why? I have no idea.

I would ask what your battle fatigue was when you were getting buffed but you mentioned that the buffs were hitting for the same power and just less duration, which is the exact opposite of what you'd see if your BF was above 250.

Buff packs when examined have a set duration value (in seconds). Divide it by 60 for minutes, and figure hours from that. I know for a fact that they will last that long no matter what, and from what I can tell BF doesn't affect duration at all either. (please correct me if I am wrong, however. I don't want to promote false info). I do know that the Duration is a set value, just as it is for CM poison/diseases and DoT'ed weapons.

Sorry, I guess I failed to read the rest, it may be true about the Twi'lek bonus. To be honest, the only real time-checks I've asked for have been Zabraks and Humans. But I can verify that the duration is a set value and it's not a random thing if there is a bonus to be had. Sorry for causing confusion, that is, if anyone ever took me seriously.
