Do you have to be overt to purchse the schematic?
It's a rebel schemetic, it's for winning Act 2. I've made 2 of the stims so far, I experiemented one up to about 40-50%, can't remember exactly, but only got 2 charges out of it. The effectiveness wasn't too much lower than if I experimented on effectiveness, something around 5% lower I believe.
I haven't noticed any effect using it, so whether it makes your aim worse or not, I can't tell. It is likely though, if it says 50%, it is probably taking 50% from your stats rather than taking 150% of your stat. So if your accuracy was 50, 50% would drop it to 25, where as 150% would increase it to 75.

The schem is a draft schematic not a manufacturing schematic and therefore can't be transferred.

Yes. I've done it a few times... well 2x actually. First one I got 3 flowers, the next I got 1 
Because of time and expense in travel, this is would turn out to be a very expensive item. With the benefits being in limbo, not sure if it's worth it.
