Well that is the old way to do it, with the new "to-hit" system now on test center as a master rifleman, you can miss 3 times in a row, prone and at ideal range. This goes for any profession, even TKM's miss quite a bit in PvE.

Provided your HAM is 900-1k you can kill the same things buffed or not. You just use more stims if you are not, and it takes longer. It mostly depends on profession defenses, buff just help.
Now, try killing things that require armor without armor and meet you at the cloning center. Buffs or not.
