Doctor is gonna be wanted VERY badly in high end groups. Guilds/groups will love you.

With an 8 person limit, most definitely. Having ONE doctor will mean the difference between ending a hunt to clone or continuing the fight. Getting a res from a doc means no downtime after the CU.People don't need buffs to fight at full capacityin a high level group, and a doc will probably be able to apply theiritemless buffs in the field for a +10% improvement.

I believe at Master Doc the health buff is 30%. With how timing makes a difference in combat now, that can be a big difference. Still have to test it out on TC myself.

I expect the 30% will require enhancers (items). Conservatively I expect 10% WITHOUT items.

30% may require enhancers , that mean bio clothing as skill enhancers or buff packs ?

If all you do it Buff, then yes you will be less valuable. If all you do it craft, then yes you will be less valuable. If all you do is the original intent of the profession, which happens to be Medical Support...or healing. Then No your not going to be less valuable. But thats just my opinion. Hop on Test Center and make your own opinion.

While I agree on the craft part, I disagree with the buff part. You don't need doc buff for your health like you need it on live servers, right. But health buff isn't your only tool to play with and to make your mates happy. You can buff combat speed and action regen wich will be highly appreciate (just join a group on TC and watch action pool from your mates while in combat ^^).
We are currently testing mid-lvl content, I don't know about high end content yet (bleed, poison, HoT needed), but my doc skills really make a difference right now.
Btw, a Mdoc/Mcm template sounds more appealing than ever.

In my not-so-humble opinion, Docs will be less valuable as buffers and medicine makers. They will be more valuable in combat groups, especially high-end dungeons. So Docs will just be different, rather than better or worse.

I think you just defined the difference between a current SWG Doc, and an EQ Cleric

Then they didn't like you they liked your buffs. We can buff, they don't need them, but it helps. But more importantly, short of being a Doc/Medic themselves they cann't heal themselves well enough and will need you that way.

Will we need meds to buff in the CU?

Nope - meds are not required to buff in the CU. Bio-Engineers will be able to make 'enhancers' that will give you a boost to your healing/buffing effectiveness of around 20-30% (I believe), but they are not required.
