EDIT: This is as a x44x Doc... with Master Doc you can buff w/o using Bivoli and get the same results as Master gives you the +25 that you get from Bivoli... and adding Bivoli on top of that is just that much better.

Buffing is counted as wound healing and uses the wound healing modifier, so clothing is not a "crock of crap" when buffing...
3000+ is possible, but only in a medical city as a Master Doctor using Bivoli/+25 clothing/110 med droid and 992+ power buffs... Not attainable w/o using Janta Blood. 4h duration is possibly only on Twi'leks as they have an innate racial bonus of +10% buff duration on any doc buff they recieve as well as food buffs [I've confirmed this myself with both]. 4 hours requires a buff base duration of 13091 [3:38] or more to achieve 14400 after bonus.
