For each +10 in the skill mod, you get 1 experimentation point.
The non-ehanced skill mod reaches +100 which equals 10 points of experimentation.
An additional +20 to the skill mod grants you 2 additional points of experimentation bringing you to a total of 12 points of experimentation.
The reason it's called '12pt Doc' and not '120pt Doc' is because you have 12 experimentation points.
Plus 12pt is just shorter then 120pt...

Ok, i'll explain it for ya 
At master doc you have +100 med experimentation points in skill mods. Every 10 points in skill mods you get adds one more point when experimenting on items. 12 point doc is the cap, so you need +20 med experimentation in attachments at master to cap experimentation. Now, the true cap would be +125. But that only gives 5 extra skill mod point so no extra point in experimentation. Some people argue that the extra 5 adds to the success rate in experimenting. There you have it

Dodge did used to stack , and people were unhitable thats why they nerfed it...

While it would be nice to get more experimentation points (from force sensitive perhaps), I think the developers want new crafters to have a chance at getting into the market. 15 points definitely would make a difference in medicine crafted (imagine the ABECs one could make) and would make it very hard to compete with well established crafters. I am an 11 point doctor (115 med exp) and while I can't match the 12 point doctors on my server, my medicine is quite competitive. On enhancement packs and normal stim packs, I am missing a few charges but nothing major. I recently made 40 med use stim e's and that's where I really felt 12 point would have really helped since it was impossible to max out effectiveness. So while I might feel differently when I am a 12 point doctor, I think it is for the best.
