Right now, the GCW has little meaning. On the Naritus server, the war is dying. Players are refusing to build faction bases, refusing to fight, simply allowing the war to dwindle to nothing. There are many reasons for this. PvP doesnthurt players when they die, group TEFs are rampant, faction bases are meaningless as their functions are covered by player cities. The list goes on and on, but the bottom line is that the GCW needs some attention, and it needs it soon. Here's my short list of needed changes. Most of these are not new ideas, but have been posted over and over and over again. Likewise, many of these ideas wouldnt require recoding the game from the ground up, but tweaking of existing systems.
I agree with most everything you posted except this part about the war dying. I've seen other posts about the lack of any real action in the CGW or the lack of serious, organized ImperialPAson theirparticular serverand I am shocked. Scylla is infested with Imperials. I see a number of Overt Imperials running around Narmle, Theed, Coronet and even in Moenia. Lok is almost totally owned by Imperials. Players cities are raided every day. I have personally been involved in raids that boasted more than 30 or 40 players on each side. Some have been very lopsided, some have been long drawn out battles.
The war is very healthy on Scylla and in my opinion, the Rebels are losing. Badly. New Imperial towns are springing up all over. Imperials have moved into a number of previously neutral artisan towns and plopped down faction bases. More are showing up all the time.
My point is that this seems to be a server by server issue and not something that I would suggest requires a massive overhall of the system.
I do agree that there needs to be some penalties for dying in PvP, but not so much to discourage players. Clone killing is a major issue in player city raids. The cloning center is the most dangerous place to be as it seems to spew death right out of the door.

Lets make use of those hotels/casinos. Certainly onShadowfire they are ALWAYS empty.
How about an elite entertainer prof: Croupier.
Or even as a skill in entertainer. The games available to play depend on the Coupier skill level. There must be quite a few social games available already in the SWG universe.

What I think would be really cool is for the libraries you often see in Guild halls or in some houses, if you could actually pull out information on past events, history that has already taken place. Also you should be able to add your on information into the library. I know that I have often wanted to include what I know from school (Master Digree in Biology and Psychology) and want to intergrade it with my gaming. It would be really cool if we could write a few pages or so on a data pad and then insert it into the library.
Also, I liked the idea of a archeologist profession. It's a good way to develope a profession that isn't geared towards just warfare. It would definately give it a better feel as a realistic world. You may also find it interesting to introduce biologists that would be able to study the flora, and create engineered flora that crafters could use.The same with a biologist tree that could give out info to bio-engineers so they can incorporate it into thier bio-crafting.
