I understand as I have these skills on live too! They are still broken and do not work correctly. Have you ever been a medic before? I fully understand how they work, and how they are supposed to work, so please read what I am saying before adding 2 cents!
You should not have to target youself using ctl-1 or using a macro with '/stopbleed self'. They should work like EVERY other heal skill where when you are targeted on an enemy or invalid target, they heal yourself, and only work on others when a valid target is chosen.
There were even test center update notes addressing this I believe about a week ago, but they don't seem to be correct.

Here are the notes for medic/doctor straight from the patch 9 update list.
Profession: Doctor / Medic
It should work the same for our healing.
