In order for a mind enhancement to be applied, the dancer still has to be dancing when the recipient does the /stopwatch command.
Before, the person could /stopwatch even if the dancer was not dancing at the time. Does anyone know if this nerf was intentional?

Are you sure? I buffed someone last night and he went AFK for a minute to answer the phone or something. When his buff was finished he wasn't back so I just stopped dancing and stimmed myself. When he came back he was able to stop (even though I wasn't dancing) and the buff took just fine.

This a long standing bug and only happens some of the time. Yes sometimes if you stop dancing the /stopwatch command fails to work corectly just start dancign again and they can /stopwatch

Hmmm, buggy...maybe for grouped members only?
I grouped with my target. I started dancing, they started watching.. 3 minutes later, I stopped dancing. The other person stopped watching. "It didn't take".
I started dancing again. The other person did /stopwatch. It took immediately, full duration.
