no. it is not. I've tried this a half a dozen times with every combination of myself and the buffee being over and covert. Tried with other random people and my alt so that everything could be controlled.. nada, nothing, zilch. The same buff amount I always give

I too have never gotten this too work. I've bugged it multiple times also.
