A master dancer with five free lots can drop a cantina, but it takes a very social master dancer with a long friends list to keep one packed.
Usually a master dancer will have made many other entertainer friends through their leveling experience... people who AFKed through their leveling to hurry up just so they could drop a cantina don't usually know enough people to keep it filled because they skipped that part.
The same is true for Master Musicians. You can try to go recruit in game for starting a band and a dance troupe for your guild/city... you would have to be like a manager/club owner for this to work. People like to get paid and have fun things to do. ![]()
Master Chefs can also drop a PC cantina and if they have a vendor that can advertise brandy on the global map, you should get a lot of foot traffic right now. You'd still have to keep people there by providing entertainment past their purchase though. One of the chefs in my guild dropped a second cantina in our city and she had a ton of great event ideas.
My own cantina is mostly just a guild hangout unless we are having an event there... that really may be all you are needing too. Try asking in the chef forum too. I've seen a lot of great chef owned cantinas in addition to my guildmate's recently.
Your mayor and city both have to be leveled high enough to do the actual dropping.
Oh, also, I think joining an existing city is often more practical for a newer guild. A large city needs crafters, entertainers, fighters, and resource gatherers to really prosper... it's hard to cover all of these areas with one new guild so cooperation with other guilds often makes the most sense.
... besides, cities are really expensive the more they grow. ![]()
