I just buffed my Master BE with the new inspiration buff and saw absolutely no change in her current numbers on end products..

I tried this before and after the buff..

Before

Same ingredients used

I was getting a +58 on MSN's

After

Same ingredients used

no change..

So either it isn't working correctly or it's not a big enough change to effect much.

Unfortunately the patch notes do make clear it is BE genetics only - we filed this as a bug
