No, I don't think anyone can. This has been on our bug list forever. It doesn't seem to work no matter what.


Edit: If this is working for you, please let me know so I can update QA. I need to know what size base as well... I am trying to test this now, but afaik, no, it's not working. Being overt alone isn't the thing... it is supposed to be tied to a base.

We're supposed to be able to buff other overts if we're overt and in factional hqs? /kicks herself for not trying at last night's base defense. I'll give it a try in my city's detachment hq next time I'm overt and running fp missions.
