The person you wanna buff needs to be watchin you for at least 2 min (8 would make a better buff though). Afterwards he/she need to /stop watching !!!
the /setperform command you need only if the person your buffin is not in your group. Otherwise you can buff all your group members at the same time.

Hi,
I copy this from another thread, maybe it helps...
Here is my way to buff:
a)
make sure client is not watching or listening anyone,
best is to let him use /stopwatch and /stoplisten
b)
make sure, that I am not listening or watching, not
that I get a buff in this moment, and so am not able
to buff
c)
start dancing or playing music, with music I dont use
a Nal or the Ommni Box (moveable, disruptable)
d)
tell client to watch or listen, best with unequipped
weapon (clapping animation!)
e)
do /setperform
f)
I start timer, manually (timestamp is your friend) or with
/addalarm, you can also use a /pause 240; /tell Buff is done or
such... I go for 4 minutes, just added time to be sure to give
max time buff
g)
I start my macro:
/flo 1
/flo 1
/flo 1
/flo 1
/flo 1
/pause 8
--repeat macro with either
/macro -name-of-your-macro
or
/ui action ToolbarSlot#
(the usual way, please check my spelling, doing this out of head )
h)
wait for timer, chat, make fun
i)
tell client to /stoplisten or /stopwatch
j)
wait for confirmation that buff is done okey
k)
stop dance or music
Somewhere in between I take care, that I get tipped
Of course this burns action quite fast, I can go without heals
with music, but when I dance, I need either a buff or 1-2 heals.
Most of the time the customer can throw 1-2 heals my way
