So your saying you dont have to watch someone for 2 mins, then do an 8 min buff making it a total of 10 mins? You can still do an 8 min buff period?

correct,
The two minutes is just a minumum time before a buff can be applied. The two minutes counts as part of the buff, so if you wanted an 8 minute buff, 2 of those minutes count towards the timer. It is possible to do a buff in under 4 minutes. 3:20 is the lowest i've ever seen it done.
The timer was added to prevent the 30 sec buff.

Whats the total time including the 2 mins they have to watch you before you buff now time?
I know it use to be 8 mins for a full master buff, plus the 2 mins now, so does that mean you have to buff for 10 mins if you want it to work.. Anyone have a time amount they always use that always works?

You can find an awesome guide to buffing stickied at the top of this page. The shortest possible full buff can be done in 3:10, but is impossible to do while unbuffed (or without accaragm).

Well - not necessarily true. Perhaps to achieve 3:10 a buff may be required, but I have certainly buffed in 3:30 and perhaps a little less (not sure what what my exact minimum time is) without a buff or heals. If I can't get a buff or heals and I don't want to use a shot of acc., I switch to Basic or Rhythmic which use the least action (though I still need a pretty full action bar to start with), and I can give a FULL 2hr buff in about 3:30 doing a manual flourish every second or two. Sure it's not as pretty, but it gets the job done in a pinch! I generally buff like this till my action runs out since I'm not using a buff macro right now and sometimes get caught up in chatting.
