Badges will remain to be rare, but I agree that they are more rare than we would like. The Biography badge is easily the most common because it is easy to head to a populated place and read a bunch of biographies. The other four Accolade badges in the game require either good roleplay, PvP action, helping other players or being good at your profession. These last four take longer to give out, so they are even more rare.

One reason we have not (for the most part) been giving out many badges during live events is because it is difficult to grant badges to everyone in attendance due to the fact that we must hand out the badges one by one. There also wasn't a badge that was appropriate to a live event. In the next patch (or Pub 10, I don't have my notes on me)the Event Team will implement a new tool that will allow us to grant a badge to everyone in an area. This should allow us to start giving out more badges during live events including a new "Live Event" badge.
