Just to expand on that a little...as a 4/0/4/0 dancer you can still give a full duration (2 hours) buff. It will just increase the mind by 75% instead of 100%.
Of course a master dancer can give up to 125% with skill attachments (or by using the overt factional bonus, but I'm not real sure how that works). I'm not sure if a non-master is capped at 75% or not. If there's no cap, then it's conceivable that you could acquire attachments for the extra 25% and be able to give a 100% buff with only 4/0/4/0.
And again, keep in mind the numbers refer only to the buff QUANTITY (as a percentage of the primary mind stat), not the duration, which (assuming you do all 120 flourishes) will always be two hours.
There is no cap beyond the normal 25%... so, a 4/0/0/0 Dancer can give a Master Level Buff with SEAs. A lot of Buff Bots do this, but I'd rather see a live Dancer Dabbler doing it.

Very interesting! Of course the other factor to consider is the scarcity of dancing mind enhancement SEAs. On my server at least they're pretty rare, and when one is up for auction bidding usually goes very high. I'm talking the really major ones, like +3 or more. You can buy +1 and sometimes +2 for a lot less, but it's hard to get to +25 with tapes like that, since you can only put one tape into each item of clothing.
