What does these do? Are they just an effect like lights, or do they have any combat benefits?

Smokebomb and distract much like dazzle are dancer skills that can only be used to entertain others. Although flashly and sometimes interesting to watch, they do nothing except hopefully interest customers and ensure larger tips.
