The new buff window only applies to the person being buffed. Unfortunately the icon(and count down timer you can get by mousing over the icon) only shows once the buff has been applied. This means that its still guesswork for Dancers/Musicians as to whether or not you are going to give the person a full buff or not.
But, it is nice because once you give the buff(or recieve it) the person will know exactly how long it will last. As for the window itself, its off by default initially, but you can either turn it on in the options/interface menu or it will pop up automatically the first time you get a buff of any sort(spice, food, doctor, or entertainer).

The customer can see the buff in their window, but as far as I know, you cannot see the status. It's like the buff window in EQ or any other game.
Were you under the mistaken impression they were doing this for entertainers?

Well, I was.
Their description of the new buffing UI was ambiguous.
Nice to see how entertainers, musicians, and dancers are utterly un-listed in all the patch notes once again.

Don't forget the image designers. Seems to me like they are being run for almost as much of a loop as the rest of the entertainer classes. "We can do this... um... nevermind." It gets tiresome...
