Can I apply mind buffs in the med center or starport? Do I have to be in a cantina?

From experience no you can not buff outside a cantina except for 2 other places. You can buff in cantinas, camps, and player houses.

.As well as City Halls and Guild Halls. I have buffed in both these locations.

All player created buildings: houses, med centers, cantinas, theatres, PA halls, city halls etc. work as long as your indoor. Hotels, cantina and theatre work in NPC cities.
