I think that sounds like fun... and really, those tents are just asking for a stunt like that.

Can the tents be placed outside cities? I first thought yes, but I think I heard somewhere that no they can't. I do know they count towards civic structures in the city, same as cantina, med center and theater.

I've seen plenty of tents placed outside a player city. They can be placed like normal buildings as far as I know, but you need efficiency 4 in the merchant tree.
The only issue is that it seems to want to suck up lots of space on either side of a tent, so it would make for a bit of a spread out little grouping, but that isn't necessarily a bad thing.
Since I have 10 plots, I can place 10 tents and give access to the other gypsies, easing the need for everyone to have that skill.

They take up their size on each side of them. So the closest you can get them is 16m apart. I don't think something like one of these would look so bad.

That's not correct, Tiaga luv!Merchant tents are not tied to cities at all - they can be placed anywhere and do NOT count towards civic structures.

Well you need IE 6 or later, Mozilla 1.0 or later, or Opera 7 to view it. I don't know of any other browsers it works on. It may take a little while to load, and IE seems to like to pause for a bit while it downloads half a meg of images.
Being not a merchant though, I know abolutely nothing about merchant tents.

That is one of the most fun ideas I have heard in a long time! Darn it all that I'm stuck in a cantina.... But darn it, that sounds like fun! I'd be up for it on Ahazi... hmm, I wonder if we can heal in tents?

Yes, currently any player owned structure you can heal in. Not sure if faction structures qualify in this or not.
