ok, I am not an entertainer. I see a million post on how to give this thing, but what does it do exactly?

it gives a 10% bonus to xp gained, faction gained and a better chance at crafting. you can get it by watching/listening toany entertainer perform and you don't need to do anything special(ex: joining a group to get the buff)

So no use for Combat profs unless you are grinding.... Guess I'll never meet a dancer again...

There are other reasons to meet dancers.

I have gotten 10% on Tempest and Starsider.

Oh - they changed it again. I haven't spent much time back on Live yet, but apparently, yes, it's back to 10% again. Sorry for the confusion.

I wasn't sure if it was supposed to be 5% or 10% now so I've been saying something like "the display is currently reading 10% but at one point there was a patch note that said it had been reduced to 5% so no one is sure at this point what it is or what it will be tomorrow."

It adds a small bonus to XP. I think it's 10%.
Currently there's no difference between dancer and musician buffs, and the skill level of the performer doesn't affect the strength of the buff, only the time it takes to get the full duration. See Panthu's "Guide to Inspiration Buffing" sticky thread for that.
