So the skill tree here is wrong?

Under Civic Policy III it says "Permissions to Others: Medical Center, Cantina, Theatre."

The skill tree is not WRONG, just maybe a little confusing. Civic 3 actually lets you declare an entertainment/med district, allowing for a bonus in the cantinas and hospitals. The City has to be a level 2 city for a cantina (lev3 for hospital), and must be placed by a master dancer/musician/chef for cantina.
I suggest everyone check out the skill tree IN GAME as it may be a little more comprehensive.

A cantina can be placed by a master musician/dancer/chef in any class 2 or above city
master dancer or master musician can own a cantina... I somehow dun see the point..
we dun earn much, yet, i earn by using my lots harvesting.. now a dream to own a cantina to wat point?
How r we gonna make money to maintain it? by tips? missions? hmmm...
Entertainment is a fun business to be in, (excluding afk part). i used to just entertain my customers without worry bout getting no credits, but now, every entertainers dream to own a cantina, prob is how are they gonna maintain it?
To be honest. I have not to maintain it.
I got offers from a lot of PAs to build a cantina in there town.
One wanted to pay me 50000cr the week only for this. I declined this because I did not want to rip off the PA, but the maintenance pays the PA and the Cantina Ihad also not to pay.

If you are a good dancer, you can usually find a few people in your town that will help you maintain the cantina. Player cantinas are not crowded places usually, and are there for the spice of the town.
Although i would like to see player houses lose the ability to be cantinas/hospitals now that we have player towns. I would love my cantina to have more utilitarian need than just a swanky glorified house.
