It's not hard. Use <font size=3 color=red>(text)</font> for the color, and <hr> for the horizontal ruler.
Be sure to put a carriage return before the
<hr>, or else you get this.
You can do different colors and sizes too.

Well this time I intend to be there. For my Flurry friends that will attand, my Bria entertainer is named Niccolo Stardivarius. Those of you that have seen my pic on swg-faces.com (under Flurry) will agree that i look a lot more like Niccolo than Nix.
