I've also heard of this, and I think the person whose explanation post I found was on the Tempest forum (though I wouldn't doubt there'd be a similar post on the game guides forum). Basically, there are 3 spawns of 'good tapes' (i.e. more than +1), just after server reset, 10 hours after that, and 10 hours after that one. There are more than 2 piles in the cave, but only the 2 specific ones spawn the good stuff. I would guess that this behavior would also apply to other caves, but I haven't seen any evidence about it.

Drygo, you're a strange man.
I'd hit some Nightsisters for a while. The only attachment I ever got that was worth anything, I got from a NS. And they're fun to kill. I have a friend who is a loot whore, I'll ask him where he gets the best attachments.

Aakuan (spelling?) people also drop tapes and plates... the cave is often camped, but you can get in a sologroup and get champion missions and have them all to yourself.

*giggle* Well.. it's something to start with right, hun?
And, hey, me and Bali are most likely going to hit the Vette again sometime soon. You're welcome to come die in your boxers again with us! We've even got it down to a science. You only die for the last 50 minutes as you try and rush the bridge....
You sure you want me going? If I remember correctly, I stood around in my boxers waiting for the trooper to attack you, and then I ran to the bridge hoping you would draw away the fire.
I'm quite chivalrous that way.
Hehe.. you're welcome to join us! I'm up there dying just so Bali can get some stinkin' badges. I bought junk armor just so I wouldn't be naked, and I don't care if I get black bars. Besides, I was laughing too much to care that you were letting me die!

Okay, I'm gonna comment from the point of view of having skill tapes.
My dancin' outfit (casual shoes, "blue jean" casual pants, low cut top and lekku wrap) has both +25 DME and +25 BF healing in it. I invested at least 4 mil in assembling it and many, many hours of combing vendors and trade forums.
I will NEVER get that money back in extra tips. It just won't happen.
Most people never notice that they get an extra 25% buff from me. I still get my fair share of no-tippers or 500cr - 1k tips though the majority tip me 10k. (If asked I say "Tip within your means" because I don't wanna ask some newbie with 50k total to tip me the same as some guy with 50 MIL total) I honestly can't compare my tips pre-tapes and post-tapes because I dance in different venues now but I really don't think they've increased.
Very rarely I do get someone who notices and tips me an additional tip after the buff is done because of it, but I'd say maybe 1 person every few weeks that I know of. I also do get a few questions about it but again, maybe a couple people a week, not that many.
In the past I would get comments that the BF healing was noticably faster, but now that 95% of the time people don't get healing without getting buffed no one's said anything to me about that in a lonnnnnnng time.
So if you want to do it for the money... well, you'll have to sell a lot of buffs to make it up and I wouldn't count on it being a selling point. I can stand next to a not yet master bot, advertise 125% buffs in less time than the bot is advertising for, and still not only not get extra tips, but not get business at all. /shrug
The reason why I dropped the cash on it was because I take my role as support very seriously and when my friends go out to PVP I wanted them to have access to every last bit of extra mind I could give them and to never be at a disadvantage because they were fighting someone else who had that access when they didn't. Okay and maybe a bit of ego, too, but I like to think not much.
So, the same reasons as you.
So my experience is that I don't really get paid extra. I don't really *care* that I don't get paid extra, I don't regret spending the money one bit. Of course oher people might have different experiences, and I hope that some people do.... but I don't recommend expecting an increase in tips.
As far as where.... I think the +15 one I bought came off a nightsister. I know someone in guild looted a +3 or something off a stormtrooper. Lord Nyax does indeed drop some pretty darn nice tapes but with him camped on most if not all servers it's pretty tough to get in to get a tape off him. So they come from all over, I guess. I've never had luck with the sisters I've killed. /sigh At one point someone suggested the panther city on Talus as a place to look, to me, but when I went it was heavily (AFK) camped as well.
If you just wanna camp cash to buy 'em, you might wanna check into how to solo the 'vette for power plants to sell. I'm not good at that at all, but I have a couple friends who can get through it in less than 10 min solo.
Also.... you will like this one... With you being male, you can wear tusken clothes. Someone offered me a +8 tusken.. gloves I think? the other day but since I'm female../sigh... There was also that screenie a while back of the tusken robe with +25 in it, right? Kind of weird that those tuskens have such nice dancin' clothes, maybe that's what they do when they're not raiding? Not skill tapes, sure, but boots and gloves can be incorporated into most dancing outfits without looking too weird, and maybe you'll get lucky.
I'll shut up now before this post breaks something from sheer useless length.

I don't think Lord Nyax is that badly camped on Kettemoor either Drygo, go check it out.
