maybe it is just like how doctors that are overt can't heal members of another faction or if they are covert they can't heal overts of the opposite faction. I know when you are overt you can heal covert and overt of the same faction and mind buff them also, just don't let them heal you unless they are overt too, or they get booted out of the cantina until the tef wears off.

Exactly, it made sense (and the reason I thought of it was.....oh wait, I'd be helping one side or the other!) once I realized it. I am very confident that this is not a bug.
