We tried this tonight with no success. I danced, Scip watched and did /setp. I got the message. He did not get a buff.

neither mattered. He did not receive a buff when using /setp on me.

No, neither of us played music during the time we had those characters logged on that server. Nor were we around other entertainers while they performed during that log in.

Did he get the "you start watching XY" message?
yes And we both got the message when he /setp.
There are still situations where /watch doesn't work, while you're meditating for example, or while performing yourself (using the radial menu works though in those circumstances)
4) was he standing, sitting, meditating, running around, or even playing music/dancing himself?
He was standing, not performing.
