Well for the past couple days unlike some I have actually spent more time doing bounty hunter missions then ability learning. Though I have managed to get some training in for my pets.
Here is what I discovered.
Levels 1 to 20. Rarely a innate. I got 1 out of 20 tames.
Leverls 30 to 45. About a one in three chance.
Levels 45 to 60. It just explodes at this point I think I have actually had only one critter not have a innate at this level.
Levels 60 to 70. Seems about as low as levels 1 to 20 it may be just barely above.
This is a run of about 30 to 40 creatures. I have found most of my tames on lok. So this in not rigorously tested. So I tend to avoid tameing anything below 45 while bh hunting, but stop for levels above 45. I now have a number of innate pets cued up waiting to teach me the skills now.
Anyone else finding which critters are more likely to have an innate over the others. Anyone notice if higher L3 is spread out like the innates are. Example more likely to find a L3 on a higher level baby then a L1.
This is not empirical data just initial experience. What is everyones experience.

Personal experience is an average of one ability every four-to-five tames, regardless of level. I've spent most of my time on Naboo ( L1-24 ) and some time on Dant ( L20ish-50 ).
Note this is an average over a significant period of time. It is not at all unusual for me to go 15-20 tames without a single ability showing up, and at other times pulling two or three tames in a row with an ability.
As a result, the overall percentages don't look anything like what I experience in a single session. But the overall percentage did seem to hold true, so I finally gave up keeping a tally and take things as they come.

True, I've noticed the same thing.
But don't give up on the lower-level tames. They do have a lower percentage chance of having an ability, but the time spent baby-hunting is better than the extra time spent rollingover that higher-CL pet. For instance, I acquired L1 Knockdown on a CL25 Huurton on Dantooine. Then some time later on, I acquired L1 Knockdown ona CL12, which do you think I'm going to keep? The CL12 has a significantly smaller XP cap and thus you'll learn the ability more quickly.

I guess I'm having better luck.
I had to tame 12 babies to get my first skill. But then I got 3 more in my next 10 tames.
I'm having about the opposite of your odds as well.
I'd say for me:
1-20 1 out of 5
20-45 1 out of 10
45-60 zero
60-70 1 out of 3
