Saw mention of it in the new hotfix. What makes a pet "Elite"?

you will find some creatures with a <creature name>the <> around thecreatures name makes it elite,these are the normal elites some have a << creature name >> basically what this means is the pet has above normal stats for its lvl. Like the level 22 female narglatch with 7718 health an hit for 321 max damage.

So, are BE pets ever Elite, and how can I tell if my pets are Elite?

No, unfortunately, BE pets are not elite.
