The patch notes for the recent patch have a section that describe changes to the way that movement and snares effects stack. At the end of that section, it says this:

Finally there are still a few permanent movement enhancements and snares, things like weapon & armor hindrances or Fleet Footed for pets. These permanent modifiers adjust the Base Movement speed and will always stack with each other.

That sure looks as if you ought to be able to train a pet with fleet-footed and have it run noticably faster. it might be a good idea to do some testing that this is happening now, and file bug reports if it's not.

Tested Fleet footed L1 and L2 on a Male Brackasett and a Sheer Mite Soldier. Without fleet footed skills they could not keep up with me on a run to a distant + 65 meter target when ordered to attack. This is not a burst run, nor was I encumbered with an weapon or armor. The pet would lag behind me. With Fleet footed L1 the pet could keep up but not pass, and with Fleet footed L2 the pet could managed to scurry fast enough to pass me.

The Fleet Footed buff icon will appear in the Pet's HAM and if you hover your mouse pointer over it, will display what level the buff is.

Fleet footed doesn't seem to increase mount speed while mounted. Just the creature's combat speed.

Play testing occured Oct. 22 and 23, 2005 on the Corbantis server.

As long as it doesn't influence the movement speed of a mount, I don't really care whether there is a FF 3 or not, tbh. Ok, it's nice when they are fast, but it has almost no practical use compared to more offense/more defense.
