What's the max CL a Novice CH can use??

Yes, 12 is correct. To find out what your current CL is, go into your skill-tree screen, and look on the left hand side. There's a box labelled something like "Skill Mods". On that list look for "Max Level of Pets", and that is your currentmaximum CL.
