I've noticed that (old) BE pets act odd now too. For instance, they won't keep attacking for more than a few seconds without being ordered to do so again, and you can't heal them up from an incap like a CH tamed pet can be. Perhaps it is not all of them that are like this, but I haven't had good luck with them myself.

I bought some Bio Pets and it say i have special attack 1 ------ special attack 2 ------

How do i put the special attacks in ?

That's part of the old system that needs to be removed, specials used to be based on the DNA used in the pet. Stickies at the top explain the abilities, which have taken the place of specials.
