Do I need to have learned a level 1 ability before i can learn the level 2 ability?
I have an angler with level 2 Thick skin but I have not tamed a pet with level 1 thick skin yet - can i learn the level 2 ability BEFORE I learn the level 1 or do i need to find a level 1 think skin tame and learn that first? I dont wanna waste time grinding the level 2 ability pet if i wont learn the ability!!

no, you can learn the L2 before you have learned L1. you can't teach the L2 to any pet that doesn't yet know L1, but you can learn it to clear up space in your datapad and get the L1 taken care of later

To learn from your pets: I'm pretty sure the answer is "yes, you can learn the ability without knowing the L1 version" (although I personally haven't tested, my "max pets" isn't high enough yet to actually tame anything with L2 abilities).
To teach pets an L2 ability, you do need to first teach it the L1 ability.

does the lvl 2 take an extra training slot?

Yes it takes up an extra slot each time you train the next level of the desired ability. For example a Female Narglatch with marring stormL1 as its innate ability will require 2 slots to take it to Marring Storm L3.
