What's the highest level of difficutly a non-CH can use?

Creature level 10 and non-aggressive (i.e. cons yellow on radar).

I've been hearing that +25 Taming Vicious clothes work for non-ch's. So, they can control CL 10 aggro too. I have not tried testing this yet.

Doesn't work. Had a full suit of maxxed out taming clothes on and couldn't tame a vicious until I had Creature Taming II.
