The way to accomplish this is very specific....
A novice or better CH must use the pet until it stops growing (on my toon the BE pet will grow to my shoulder level -- but i purposely make small toons).
As the pet is used, it will gain XP and trainable abilities.
If the CH trains any "trainable ability" before the pet reaches full growth, the Dewback level 10 will not reach full size; if you train even one special ability as the pet attains these capabilities, the pet will never grow to a size to be used as a mount.
I repeat, the BE'ed Dewback must not be trained with any special abilities until it has reached full growth. The next question will be, how do you tell when it has attained "full growth".
Unfortunately, the only certain way to knowis as follows:
1) be a CH of at least 0.0.0.4 (so you can tell when the pet is of sufficient size to mount).
2) use the pet to attack and fight and gain XP.
3) keep onwith #2 until size appears to be sufficient and you can successfully train the mount.
4) only afterthe saddle is there, do you want to train any special abilities or have another CH train special abilities.

I think you will find that level 10 BE Dewbacks and falumpasets have always been able to be made into mounts - its all the other level 10 BE pets that are usually mountable that do not grow big enough - ie cupas banthas kaadu etc

I just looked at the Pre-CU BE-Bantha, which has been converted to a level 5 BE-Bantha in Xanija's Datapad. THIS is what I call a BE-Mount.
Those level 10 BE-Dewbacks are not made for people with long legs...

I had no problems trainning abilities prior to training it as a mount . I bought 5 dewbacks and 5 falupasets from a be and trained them as soon as abilitiy points were avail .

My Cu Pa's earn 8 training points per growth level. So I assume all level 10 and under animals earn 8 training points per growth level. So once the pet has 80 it's reached the age to add a mount.
