Yes you have to train level 1's before 2
My next question is the comment that this does not change the BE'd pet stat but does it change the stats on a wild tame cat?

I know that babies may or may not have an ability, and their CL does not seem to make to much difference, but really a CL 1 rill with Thick Skin L1, have any idea how long it takes that little lizard to take down a lvl 4 lair which is all I could find at the time. 2 coffees, 1 potty trip, and glass of wine!!!!!
When im training low levels like kreetles i pair them up with a high level pet, for example a cl1 kreetle and a cl 50 graul. I then hunt mid level creatures suck as cl 30-40's. I send the graul in first then the kreetle and they level up in no time.
Another way would be to tank for your pet yourself on level 10-20 creatures , you hit first draw the aggro then send the kreetle for its attack.

1) Yes, a pet needs to know the L1 version (either from previous training or as an ability it had when you tamed it) before you can train it the L2 version.
Precision Strike doesn't increase the "to hit" stat of a BE pet, and since the CU, we can't see the "to hit" stat of a wild creature. It's possible this is a display bug, and the ability is working properly behind the scenes, but with the randomness of hits/misses in combat it's tough to tell.
2) CL makes a difference in the level of the ability the creature has. In general, CL 1 through 40-ish will have L1, 40 to 60-ish has L2s, and 60+ has L3s (although there are exceptions).
Your pet gets full training xp even if it only got in a single hit on the target. So for that lvl 4 lair, have your Rill get in a couple of hits, then you can help take it out. This definitely speeds up leveling your pets.

How are you trying to tame knockdown?
The "train" radial option only lists the standard voice commands (attack, stay, group, etc), and any triggered abilities the pet already knows.
To teach your pet a new ability (provided it has an open slot), target it andtype the command/train. This will bring up a window of all the abilities you know that the pet doesn't. Select the one you want to train, and hit OK. As long as the pet has enough training points, it will gain the new ability. For abilities like Knockdown, you can then use the "train" radial option to teach a voice command that trigger the new ability.
Not all abilities need a command. Ones like Beastly Con orVigorous Health are always in effect, and ones like Panicked Rage happen automatically when the pet gets low on health.
