You used to be able to transfer pets regardless of level to anyone, but they could not use them. They would just sit in the datapad, but this may have had to do with creature level in the old old system. I recall back in August '03 a MCH friend transferred a toxic merek avenger to me when I was a BH. I was able to call the pet as a baby until it grew past CL 15 and then I couldnt call it ever again. I think that all probably changed when they dropped the Non-CH creature level to 10 from 15. Of course it might have transferred it because it saw the pet as <CL15 when it was still a baby.
Yes you used to be able to give any level pet to anyone as long as the transfer command was taught to the pet and it was done via the trade window. They would not be able to call it but could hold it for you.
I was under the impression the transfer command was no longer needed. But since the CU nothing is certain anymore. Have you tried trading pets with different people or just one person? and just a reminder if the non ch has a droid out you will not be able to trade him a pet at all,, helper droids pop out on people without them realising it, its been a common problem in the past.
I still use the transfer command, it's much easier than using the trade window.

The transfer command won't work for non ch holding onto ch pets, prior to the cu you needed the trade window to occomplish this and the transfer command being taught to the pet.
All the old rules are kinda suspect at this point intime, too many buggs are effecting everything and it's very hard to say whats a bug and whats been changed, time shall tell whats still allowable and whats not.
