I can only speak for Naritus at this time, which is why I have put the question forth.
I had just begun to realize it has been a week or two since I have been agroed by a single thing on Rori. As an experiment, my wife was able to walk from Narmle to our player city (7,100m) without being agroed by a single savage purgoriss, tusk cat, ravenous torton or gundark (to which she has -5000 faction).
Is this the case on anyone else's server (or can anyone point me to a thread already duplicating this topic?). I did a search that yielded no results in the forums.
Edit: The only thing that seems to be active with NPC/Creature activity are the small perimeters around the starports, and the POI's.

This is very much the case. I spent an hour one time just walking around Rori looking for carnivore meat, hardly ever found anything whatsoever. If you want to fight something on Rori, you usually have to get a mission for it.

Rori has always been a mellow place. I think the only reason people go there is for the Rebel Outpost. Not many Imps around. So you can run Rebel missions all day long.

I've been on Rori a bit lately looking for screaming kai toks. Haven't found any or much of anything else. Even the area around the Rebel outpost is devoid of spawns and I can remember times when it was crawling with creatures. This was on Bria.

Yeah, Rori spawning has been a problem for as long as I can remember. The spawner pays more attention to high traffic areas, and Rori/Talus tend to be a little off the beaten track for most players.
The big exception being low traffic servers like Test Center. Running around over there gives you a much better look at what's actually buried in the spawn table (like the impressively large "mammoth bearded jax").

rori sucks period
the last 2 good avian spawns on starsider have been on rori. noone could find the vir vir's because there were NO wild spawns at all on rori. and you can barely pull rasp missions which are so low that most people cant get them. its left Starsider virtually desperate for a good avian meat.
they really need to do something about the spawns or something. since mounts/vehicles went in, spawn rates have been screwed, and it got worse when player cities went in.

Vert...
Sorry, let me re-clarify a bit, because I have lived on Rori since January. In the deep wilderness, tusk cat lairs, savage purgoriss, nudfuhs, gundarks, rorgungans, shallow tortons, tortons, ravenous tortons and various other creatures and npcs have been common up until just a few weeks ago. You couldn't walk in the deep wild without being in danger of being agroed by something. In other words, this was all until very recently that I noticed this change (and if memory serves, didn't we have this exact same problem with Talus last week or the week before?)
Again, what I'm saying is that something drastic has changed very recently in Rori's wild creature/npc spawn rate, at least on Naritus.
I'm submitting a CSR report if I don't see a change after all these 5 hour server maintenances they are performing are done, because I'm not finding anything in the knowledge base. Will let everyone know if I come across any additional data.

Hmm... it does sound like this could be a difference between servers, because Bria's Rorihas been barren for a very, very long time. I used to joke with a friend that you could set yourself to autorun and get a snack (before vehicles were introduced), and run across the entire planet with zero risk of injury.
Does Naritus have a lower than typical server population? Because the lower your server population, the more attention the spawner tends to lavish on each individual player. If something has gone wonky with the spawner recently, it might be more visible in that kind of environment than on a huge server like Bria.
