I don't know why, but mount capable critters SEEM to be prone to the "incap recovery" failure to work bug. I've experienced this with pets trained as mounts (such as my trusty now a bit over 2 years old level 17 dewback, Huey) and pets that someday might be trained as a mount (like my current grinding project, a level 63 female brackaset who has beastly constitution L2).
Mount critters often have different behaviors than other critters, possbily because they're hybrids; related to the vehicles in a code sense, but related to critters in a code sense as well.
The only solution I know of is to store the creature to clear the state, and then call it back out. The mount critters often will not autoregen a damaged H bar as well, storing them and then calling them gets the regen to work properly.
