So, I had learned Marring Storm L1 a while back, and have a Blurrg with Marring Storm L2. He has gained at least 3 'levels' by now, but I still haven't learned the ability. I have looked in the stickies for any indication that there is some kind of trick. I do not have all of the level 1 abilities learned yet. Must I in order to learn the level 2 ones?

no, u can learn any ability level 1 to 3 at any time. u even dont need the level 1 or 2 abilities to learn the corresponding level 3 ability (only for teaching u need the lower levels if the pet dont have the ability as innate).
there is a trick in learning abilities that might speed up the process. the check to learn an ability is made every time your pet earns XP. the probability to learn it is higher if the pet has had some rollovers. so u can get better chances either by rolling over your pet (to get a better chance on every check) or just by increasing the number of checks. the second method is made by killing lots of low level stuff which gives your pet just 1 XP - but thats enough to initiate the learning check. there is no guarantee it will work faster - but i had some pets where i learned an ability (even level 3) after just 100 low level kills (that's done in 5 minutes near one of the starter towns) - but sometimes u need 3000+ kills to get the result.
i usually use a mixture of these methods now. after 2 rollovers the chances of learning an ability is way better than without any. so after the 2nd rollover i start killing low level stuff, which got me some learning results pretty fast.

Just keep at it - with the combination of things that c-mot has stated above, your chance of getting the ability is increasing all the time. Just keep using the pet in situations where it can get more xp in order to rollover, and get kills at a fast rate.
The level 2's do seem to take longer to learn because the higher level pets need more xp to roll over.
I've been taking my pets on trips through the myyydril caverns with guidlies. That's level 75-80 mobs at a fast pace. More fun than grinding and I usually learn at least two abilities while there.
