Its not a bug.
The trade in just give you a lvl 10 pet in return, it dosent lover the lvl of the pet you hand in.
The trade in program works for any of the old mounts. The Cu Pa and Bantha are the only ones that don't return to you at a lower level and you get the wrong pet back.
There are no level 10 or less Cu Pa or Bantha you can tame in the wild that I am aware of, so if people want one they have to order one from a BE since you can't trade them in.
All of the other mounts have a new lower level type introduced when the first group of mounts were added. (example- Motley Kaadu). I still think it would be smart of the devs to lower the CL of Cu Pa's to 10 (if they don't want to add an even weaker Cu Pa), and add some lower level Bantha so that people can have the option of going to a CH like before or going to a BE and having a CH tame their pets.

When the mount publish launched, five new varieties of pets, all "mini me" versions of the designated mounts were introduced, all CL 10 or below:
lesser dewback
lesser plains bol
lowland brackaset
plodding falumpaset
motley kaadu
These new species were added specfically to provide mount creatures of each type for non-CHs. You might not be able to ride a full sized dewback as a non-CH, but you could obtain a lesser dewback from a CH and look something like a Shriner in a parade (warm hat optional), especially if you're a wookiee.
For some inexplicable reason, somewhere around publish 5 the motley kaadu and plodding falumpaset became bugged and uncallable by non-CH, and the two species were made extinct as tamable pets. They're still in the game (a herd of plodding falumps was just E of my house in Lake Destiny, Naboo, Ahazi, just yesterday), give domesticated milk (the only critters I know of on Naboo that do so) but no longer spawn babies.
When cu pas and banthas were added as mountable critters, no provision was made for a non-CH version of these two creatures. If the non-CH call level had remained at CL 15, this would not be an issue; the cu pa is Cl 11, the plain bantha is CL 14. However, when the non-CH calling level was nerfed, no new varieties of cu pa or bantha were added as tamable creatures to fill in the gap. This means that a non-CH, if they want to ride a cu pa or a bantha, need to get with a BE and have one concocted for them out of the lab.
