Right i am CH novice i have only leveld up once...i had a pet razor cat i could use until it grew to the full level of 19...SO i go out and buy BE clothing that give me a extra 25 on both taming skills bet yet i still can not use it...It does not say what skills i need so i have wasted money thinking cause its level 19 i need 19 taming skills...Can you please tell me why i cant use it and if you know what is the skills i need to use it

You need a max level of pets of 19. That's 4000, 3100 or 2111 (on whichever lines you like).

Clothing like that onlyincreases the chance ofsuccesful tame and the ability to control the high aggresive bull rancor. It does not increase your max lvl of pet as said above
