Talking about "best pets" under a certain level since publish 5 is futile, because BE experimentation means that significantly stronger pets can be created that fall in any given CL range than are in the wild.
The only true benchmark for "best" is the natural critters, and they're going to be weaker than some BE creation.

no lvl 0 or other ridiculous gurreck/rancors
mine is a dune lizard lvl 19
10k hams
crippling strike
stunning strike
310-330 damage
ranged attack
have to get back with resists but are high

this isn't true. there are definitive best within the BE pets as well, which would make them the best pet for their lvl. we all agree BE pets are the best, so my question would be what is your best BE pet under lvl 20? no exploit under lvl 30 gurrecks or rancors either. those are obviously the best but i don't count them because they are way under the min lvl for that type of creature.

Yeah, but because BE pets can be so variable in their stats and still be the same nominal CL, it's next to impossible to pidgeonhole them.
With natural critters, you have an across the board baseline. BE critters will be superior but not quite the same.

also my dune lizard has 60% kinetic and the special are crippling strike and strong poison
