I found a somewhat static spawn point for Swamp Stalkers. The only thing that spawns there is adult Stalkers, and if I shoot them and lead them away I can get a respawn. What I'm wondering is if I kept forcing a respawn do you think I can eventually get a baby to spawn?

not from static, no.

Yes, I have killed swamp stakers near Gungan sacred place, after killing 2 adults a baby respawned
