I did the quest and hatched the egg. What level does it have to be before i can mount him?

From what I remember, and this might have just been a wild guess on a friends part, it was 80% of full lvl.

On a side note, how do I start this quest??

You start the quest by talking to Pirus Gue, who is at the Rodian Camp POI.
