As far as I know, this is a leftover patch note that is already in the game... I remember a similar change during the CU beta.
I believe it only affects NPC/creature MOBs. It's to stop things like people dragging krayt into GCW bases and letting the stormtroopers do all the work. If they kill it for you, nobody will be able to loot it.
If anyone has any problems getting kill credit/loot rights when their pet does the damage, let me know immediately via PM. I'll get right on it.

Similar to non-ch pets change: "Non-CH pet damage will now reduce xp amounts granted and possibly result in no kill rights."

Would this include PET creatures? Would be bad for crafters and CH at many levels

Hard to say, as this is a typically poorly worded patch note that leaves lots of room for different interpretatioins, but I think they're refering to non-player controlled NPCs/critters who join in the fight spontanously or as a result of high faction standing with a player under attack.
