never heard of a high plains stalker if there is such please give some info.

I am pretty sure he means the Great Plains Stalker. Try around the Lord Nyax compound on Corellia. They seem to spawn more along the rivers, but I have seen them inland as well. Its going to be a long search as static spawns no longer respawn. Patience will be your only ally in your search. Good Luck.
