I was wondering if a wookiee can tame a level 71 pet with BE clothing?

70 is the max.

70 is the max if they don't have Bio Engineered clothing that assists them to be able to do it at a higher level.

70 is the max CL period. The BE cloths can help a non-Wookie call a 63+ BE pet in an aggro skin. Nothing in the game adds to your pet level. So no one will be able to call a 70+ CL creature.
