Ok I heard in another thread that only wookies can tame and handle certain pets 
.... so first of all up to what level can non wookies handle and up to what level can non wookies tame?

It is not an only Wookie can handle this pet thing. It is more of a Wookie has a better success rate at taming this type of animal kinda thing.

In the end you and the wookie ends up with level 70, but the wookie has a better success rate.

A Wookie has a plus 10 to taming Wild and Viscious Creatures. If you have a tailor sew in a BE made tissue that is called Active Tranquilizer it will give from 14 to 17 to those, putting you beyond the Wookies capability. I am figureing that this is all the bump you need to maximize. If you want more, you can sew 2 tissues in a piece of clothing. Since they work in casual wear, they will fit into most any clothing. +25 bump is the max you get credit for.
This tissue will never allow you to tame a creature in access of your "Max level of pets" that is in "my skill mods".

I have a Wookie Hood that is +25 to taming wild and viscious... and +25 to wound healing... So yes.
