The creature won't be a mount until a Pack Master or an MCH trains it as a mount. It's potentially a mount, but the new BE "level affects size" system makes it very problematic if it can actually be trained. The creature's physical size dictates if it can accept the saddle artwork that makes it a mount.
You won't know for sure until it has grown to its full size (usually takes about five days for this to happen) and a CH with the appropriate skill attempts to train it as a mount.
A brackaset should be a mount regardless. Unfortunately, the developers forgot about mounts when they implemented the re-size by CL change (surprise surprise). A low CL animal will only grow to be a dwarf of its wild counterpart. The smaller animals cannot be trained as a mount because they are too small.Therefore, a CL9 brackaset may not grow to be large enough to be trained as a mount. You won't know until the animal is full grown.
Not to disparage BE's but, if you want to be safe and want to be assured of owning a mount, buy your animal from a creature handler that has already grown and trained the animal. It may cost you a bit more because the animal is fully grown and trained but you are guaranteed to own a mount this way.
